Job Description
To develop and deliver people management and administration strategies which support ASG’s overall strategic aims and objectives. The jobholder will be expected to contribute at both a strategic and operational level in order to identify HR and administration priorities by planning, evaluating, developing, implementing and maintaining services in compliance with ASG established guidelines. 
Human resource:
  • Formulate and implement HR strategy.
  • Develop and implement HR policies and procedures across corporate / sector / business unit.
  • Act as a true HR business partner to the ASG business operations (corporate and business units) by providing advice and engaging with them to understand their needs, creating an environment of trust and reliance of advice not just execution.
  • Initiate and manage strategic initiatives designed to enhance the effectiveness and efficiency of the HR function – people risk, retention strategy, succession planning.
  • Direct ASG wide HR operations ensuring delivery of services in line with SLAs and KPIs, primarily in the following areas: recruitment & selection; performance management; training & development; compensation & benefits; employee relations; employee grievances.
  • Develop and maintain ASG organisation (corporate / business unit) structure.
  • Establish and implement compensation benefit structure, promotion and rewards.
  • Develop and implement workforce manpower planning, budget of human resources operations, and accountable for budgetary responsibilities of both compensation and benefits programs. Serves as an employee advocate and advisor to management on personnel policy and program matters, making appropriate recommendations to management.
  • Effectively manage the talent management process, including talent acquisition, evaluation, development, deployment and retention.
  • Develop and implement performance management system / process (appraisal system and compensation process).
  • Identify, develop and implement training and career development plan.
  • Manage salary administration programs to ensure effectiveness, compliance and equity within organization.
  • Ensure monthly payroll processing is carried out as per HR policy.
  • Motivate, train and manage the HR team and staff in general to ensure intellectual capacity is optimized and business efficiency is ensured.
  • Advise management in personnel policy and program matters, or recommending appropriate decisions.
  • Ensure employee welfare and employee relationship management.
  • Ensure compliance with Qatar HR / labour regulations.
Administration
  • Manage general office administration of ASG business (corporate /sector / business unit).
  • Property and facility management services for corporate /sector / business unit.
  • Liaise, coordinate and report on the administrative activities of the various business activities and head office.
  • Assist in providing transportation and logistics service for ASG business (corporate /sector / business unit).
  • Establish, implement and maintain warehouse and logistics (including customs management) service.
  • Provide registry management (postal and courier) services to ASG business.
  • Ensure all Insurance policies and office equipment lease are upto date.
  • Ensure security and safety management for corporate /sector / business unit.
  • Establish and implement non-core procurement strategy for corporate /sector / business unit.
  • Be the front line interface and control point of admin to designated businesses as well as participate as a member of the senior management team and ensure that admin related issues are taken into account in decision-making.
  • Prepare corporate presentations on behalf of Administration department.
  • Training of subordinates within the department.
