Requirements:
Qualification: Graduate Mechanical Engineer from reputed institute
Years of Experience: 12 – 15 years in Oil & Gas industry and at least 5 years exposure to Qatar market
Key Skills:
• Directing and leading the team
• Excellence in negotiation
• Having excellence in analytical skills
• Good in maintaining channels and acquiring local market intelligence
• Fluent in English communication
• Good in computer applications (MS-Office, any material management software) List of Duties
• Review of ITB Documents to understand the scope of Work
• To organise and lead internal Pre-bid meeting including key stakeholders from projects, engineering and procurement
• Undertake a detailed study of the Tender
• Organize and lead the site survey by getting support from project team
• Prepare clarifications / queries
• To finalize the preliminary risk and opportunity register after getting feedback from internal stakeholders
• Preparing the technical section of detailed project Synopsis
• Estimate resource requirements and costs for relevant sections/ work areas of a bid.
• Preparation of prime cost estimates, tenders in accordance with tender requirements and preliminary risk analysis
• Prepare & Send Request for Quotations (RFQs) for Supplies and Services and followup the same
• Prepare cost comparison for all supply & Sub-contractor items after evaluation of Vendors offers for supplies and services.
• Pricing for the complete project as per company’s pricing format
• Developing the execution philosophy and assist in developing project schedule
• Coordinate / support; Proposal / Project Managers, Planning Engineer and Bid Administrator
• Establish Cash flow
• Presenting Preliminary and Final presentation of cost estimate to management
• Keep abreast with the latest developments in technological advances and regulatory issues related to the line of business / work area
• Attend a cross functional meeting to discuss tender details, clarifications required and work schedules
• Ensure timely completion of the bid by providing all required inputs to the management
• After contract award, organize Internal Kick-Off Meeting & hand over all the contract documents to the Project team
• Maintaining Department procedures, Integrity and Confidentiality.
• Developing annual budget for contract booking for the division
